Public engagement has concluded

Background Information

Councillor Emily Chorley and Councillor Adam Bureau brought forward a motion to the Committee of the Whole meeting on June 22, 2020 to create an Equity and Diversity Policy for the Town of Cobourg. As part of this motion, it was moved to “form an Ad Hoc Committee or a suitable alternative with a terms of reference or terms of engagement.”

On September 14, 2020, Brent Larmer, Municipal Clerk/Manager of Legislative Services, brought forward a Staff Report outlining the need for an Advisory Committee of Council for the Equity, Diversity, and Inclusion Plan. Council directed Staff to “engage Cobourg’s diverse community to help create potential draft terms of reference to advise Council” which is what we are presenting in this public engagement.

As such, we are creating an Advisory Committee of Council related to Equity, Diversity, and Inclusion. This will allow residents and constituents, as well as stakeholders and rights holders from marginalized, underrepresented, and/or underserved communities have a say in moving Diversity, Equity, and Inclusion forward. From here, we developed a Draft Terms of Reference for the Equity, Diversity, and Inclusion Committee of Council for the Town of Cobourg, which we are asking you to review today.

Advisory Committees provide insight into ongoing strategies, initiatives, plans, etc. and have the authority to advise Council and/or Staff. Establishing an Advisory Committee will allow citizens and businesses to provide input into how we at the Town of Cobourg create an equitable, diverse, and inclusive space both with our internal programs and how we service the public.

Any comments or input will be used to revise and refine these Terms of Reference prior to submitting them to Council for final approval in December 2020. The Town of Cobourg will start receiving applications once the Terms of Reference are approved and Council will appoint the Committee with the intent of having the Committee formed by the end of February 2021.

We look forward to working towards creating a more equitable, diverse, and inclusive Cobourg in the coming years.

Goal
The primary goal of this engagement project is to receive feedback from the public on the structure and mandate of Cobourg’s new Equity, Diversity and Inclusion Advisory Committee. Comments will be taken into consideration for the final version and priorities for equity, diversity, and inclusion at the Town of Cobourg.

The public engagement objective is to:

  1. Collect public input and insight on the draft Terms of Reference for an Equity, Diversity, and Inclusion Committee of Council.
  2. Determine priorities for equity, diversity, and inclusion in Cobourg.
