The Town is required to establish, implement, maintain and document a multi-year accessibility plan, which outlines the organization’s strategy to prevent and remove barriers and meet its requirements in accordance with O. Reg 191/11 under the Accessibility for Ontarians with Disabilities Act, 2005, S.O. 2005, c. 11.

The Multi-Year Accessibility Plan encompasses Town-owned and operated facilities and amenities, such as the Cobourg Community Centre, Victoria Hall, library, administrative buildings and offices, parks, trails, and roads and sidewalks. It also includes recreational programming, such as the Cobourg Community Centre's Seniors Activity Centre.

The Clerks team is primarily responsible for the plan and will work closely with other departments and community partners to meet its goals.

The Accessibility for Ontarians with Disabilities Act (AODA) is a provincial law in Ontario that establishes and enforces accessibility standards to identify, remove, and prevent barriers for people with disabilities.

Passed in 2005, the AODA mandates that the Town create and follow specific standards in key areas of daily life, such as information and communications, employment, transportation, the design of public spaces, and customer service. The goal is to make Ontario a fully accessible and inclusive province for all residents with disabilities.

A barrier is defined as “anything that prevents a person with a disability from fully participating in all aspects of society because of his, her, or their disability.” There are many types of barriers, such as physical, technological, attitudinal, policy or practice, and communication.
